Terms we use at The Career Centre when we talk about "eligibility":
Employment Insurance (EI):
Administered by the Federal Government - Service Canada (formerly HRSDC)
Active EI:
You have currently established an Employment Insurance (EI) claim and are receiving EI payments.
Reachback (RB):
You have received Employment Insurance benefits within the past 3 years, or the past 5 years if it was a Maternity or Parental Benefit.
BC Employment and Assistance:
Administered by the Provincial Government's Ministry of Human Resources.
Employment Assistance:
You are receiving Provincial Employment Assistance (EA):
Mutual:
If your financial assistance is a combination of Federal Employment Insurance and BC Employment Assistance, you are a "Mutual Client". This may mean that you have a low Employment Insurance claim and are eligible for BC Employment Assistance as well, or that you are a Federal "Reachback Client" and are currently receiving BC Employment Assistance.
"No Benefits" or "Regular Client":
You are not in receipt of Employment Insurance or BC Employment Assistance.

Employment Maintenance - One of the four dimensions of employment services which focuses on skills, attributes and barriers to securing and maintaining long term employment.
Service Canada (formerly HRSDC) - The federal government department that provides funding and support for many programs for the unemployed.
Skill Enhancement - One of the four dimensions of employment services which looks at education and training for employment purposes.
Unemployed - An individual is considered 'unemployed' if they are a) working less than an average of 20 hours per week; and b) are actively seeking full-time employment.
