Education required:
  • Bachelor degree in a related field; CCDP certification preferred.
  • Will consider equivalent combination of education, training and experience.
Experience & skills:
  • Minimum 2 to 3 years’ experience in employment counselling including case management and group facilitation.
  • Several years’ experience working with employers and clients.
  • Valid Class 5 driver’s license and access to insured personal vehicle.
  • Clear, recent Criminal Record Check

Detailed Responsibilities:

Community/Employer Partnerships and Employer Services

  • Develop and maintain employer contacts and collaborate with them to address their staffing needs and to create employment opportunities for clients
  • Understand the various employment programs and services at the Career Centre and market these programs to the community and employers
  • Attend local business events as appropriate to develop and maintain strong connections with the employer community
  • Deliver presentations to the business organizations as requested
  • Organize Self-Employment orientation sessions and assess Self-Employment program applications
  • Liaise with staff and subcontractors regarding client participation in the Self-Employment program
  • Administer the Wage Subsidy (WS) Program for the main employment service contract:
  • Liaise with staff regarding client participation and awareness of the program
  • Liaise with local business community on the program and its requirements
  • Promote and administer paid work experiences through wage subsidies with employers
  • Provide orientations to clients accessing the program
  • Establish, coordinate and maintain a WS client list of registered eligible candidates
  • Assess employer WS applications, negotiate and prepare client-centered WS contracts and work experience plans, prepare rationales relevant to client action plans, and implement and  conduct on-site monitoring of contracts
  • Support clients throughout WS contract period in job related activities as necessary
  • Assess and verify WS claims and submit to finance staff
  • Utilize the integrated case management system (ICM) to capture client data and to document qualitative and quantitative outcomes
  • Collaborate with appropriate staff to develop an annual Community and Employer Partnership Plan and ensure there is active engagement.
  • Be the primary liaison with Job Creation Partnership (JCP)  and Project-based Labour Market Training (PBLMT) contract holders and support Case Managers to ensure smooth delivery of roles and responsibilities for JCP projects.
  • Create JCP financial agreements,  conduct JCP onsite monitors and assist in resolving client and employer issues
  • Support Case Managers to organize unpaid and paid work experience placements through other program deliveries at the Career Centre
  • Connect with employers and manage the Employer of the Month page on the website

Labour Market Research and Facilitation

  • Research labour market information through a variety of trustworthy sources and participate in relevant community and regional events  to remain up to date on the local labour market
  • Create weekly “hot sheets”, with the staff support as needed,  for use in the Hot Leads workshop
  • Deliver information and/or facilitate groups, sharing information on the labour market, community resources, government programs, job search techniques, career development, and issues related to unemployment and hiring
  • Develop an annual Community and Employer Partnership Plan and ensure there is active engagement
  • Deliver information and/or facilitate groups, sharing information on the labour market, community resources, government programs, job search techniques, career development, and issues related to unemployment and hiring
  • Plan, organize and deliver various workshops including but not limited to Wage Subsidy and Self Employment information sessions, Job Club/Hot Leads,  employer forums
  • Develop, maintain and update curriculum for workshops on an ongoing basis

Employment Counselling

  • Utilize various employment counselling techniques appropriate to the client’s goals, skills and needs to support clients in work experience and wage-subsidized employment programs.

  • Strong administrative ability with advanced computer skills, including MS Word, Excel, PowerPoint, social media, internet navigation and research
  • Strong marketing and networking abilities
  • Capacity to research, analyze, organize and manage information

Abilities:

  • Provide excellent client service while following Ministry policies and procedures
  • Assist clients to develop employability and job search skills
  • Work effectively with a variety of client groups including specialized populations
  • Assess participants for program/session suitability as required
  • Experience with, or ability to learn and utilize, the Integrated Case Management (ICM) system, an advanced and complex data management system

Knowledge:

  • Up-to-date knowledge of the local labour market across a variety of sectors and how to acquire and utilize labour market information
  • Knowledge of local community services, programs and partners
  • Comprehensive understanding of employment services
  • Understanding of barriers to employment, employment counselling techniques and the job loss cycle
  • Familiar with local wage and working conditions as well as BC Labour Laws and Employment Standards
  • Knowledge of relevant income supports (i.e. Employment Insurance, BC Employment Assistance)
  • Knowledge of the integrated case management system (ICM) would be an asset
